Two of the best are Linkalizer and SiteSell's Value Exchange. In general, you'll want to stay away from sites that completely automate the link exchange process. I have used some of them, but the search engines do not like these sites, and may penalize your site if you use them.There is also software available that searches for and automatically emails sites to see if they will link exchange with you. I have used and like LinkAssistant. If you decide to use this method, ensure that you comply with all spam laws and the search engine's guidelines.
